新界上水鄉廖族致力社會服務，始於一九三二年， 當時祇著重培幼方面，先後開辦鳳溪小學及鳳 溪中學。一九六一年學校以鳳溪公立學校名義向政府註冊為慈善法團，並隨後增建中、小學 及幼稚園多間，服務社群。
一九八七年法團著手籌建安老院，以符多年心 願及扶老宗旨。
一九九九年三月鳳溪社會服務綜合大樓欣告落成啟用 ，為北區提供高質素之護理安老服務。綜合大樓現設有五個部門，分別為安老部、護理部、日間護理中心、長者鄰舍中心及醫療中心，為長者提供多元化及一站式的安老服務。
